It is us who will improve the lot of our Environment, our Economy and make Kenya a Clean Country, where People join hands to work for our own Economic Emancipation and where Municipal Solid Waste Management is looked at as a resource, not as waste.

We need to set the standards in this region of the World and become the referral point in how a people can join hands and work for their own Economic Liberation, where waste can be used as raw material and become a source of employment for our people.

Our collective actions will surely make a difference. This is why in partnership with our Key Strategic Partners- The Public Service Transformation Department, the National Environment Management Authority, the Ministry of Environment and Mineral Resources, the Ministry of Public Health and Sanitation,other key Ministries, the Local Authorities in Kenya, the Provincial Administration, A Better World, Akiba Uhaki Foundation and other Partners, we are moving deliberately in sensitizing and mobilizing Kenyans to work towards A Clean Kenya where waste is separated at source.

And this is why we are inviting Kenyans to join with us in The Clean Kenya Campaign and be a Member of Kimisho Sacco Society Ltd

The Public Service Transformation Department

Friends,
The other time I did look at the Kenya Vision 2030 Delivery Secretariat and brought to you her Mid Term Strategic Plans.
Today, I want us to look at the Public Service Transformation Department at the OPM. This Department also has Four Strategic Functions namely;
  1. Implementation of the Constitution
  2. Realization of Vision 2030;
  3. Improving Public Service Delivery; and
  4. Promoting Public Private Dialogue.
After Kenyans voted overwhelmingly for a New Constitution, and the subsequent Promulgation of the same by President Mwai Kibaki, our next challenge was the implementation of this Document. We all know that at the time for agitation for a new Constitution, many of us supported the document while, a small number did vehemently oppose the same.
However, when it was ratified, it became a document of all Kenyans irrespective of how you voted. The PSTD is keen on the implementation of this document and is working with the various arms of Government. the Public and the Private Sector to help realize this Kenyan Dream.
If you ever had a look at the Pillars that drive the Kenya Vision 2030, you will appreciate that Kenyans can be good with Policy and Planning. However, when it comes to implementation, we are not as good. Vested interests tend to rear their heads into well thought out plans and in the end we are normally shocked that self interests tend to supersede the National interest. 
We have seen this manifest itself through the many scandals Kenyans have gone through. People who have been entrusted with Public Office have in many cases ended using these Offices in a manner that does not advance the National good. The PSTD is hence one key arm of Government which is keen on the realization of the Pillars that drive our Kenyan Vision 2030.
Public Service Delivery is one thing Kenyans have been yearning for for the last 49 years. Kenyans are paying taxes like every body else in the World, but when it comes to Service Delivery, our Public Officers are wanting. In seeking to improve Public Service Delivery in Kenya, the PSTD is working with all State Offices to ensure this is achieved. At the same time, it is working with Development Partners, the Public and Private Sector to ensure the Kenyan People are well served.
Kenyans are free to voice their concerns about lethargic Service from state officers and this has been even enshrined in our Constitution.
Lastly, the PSTD is promoting Public Private Dialogue across Kenya.
At The Clean Kenya Campaign-TCKC, we are proud to be associated with The Public Service Transformation Department in their efforts to achieve their mandate. At TCKC, our Campaign is hinged on Three Thematic Areas namely;
  1. Environmental Management- where we are inviting Kenyans to be in the frontline in seeking for a Clean Country,
  2. Peace Building- where we are inviting Kenyans to live in harmony as One People under God, and
  3. Good Governance- where we are inviting Kenyans to all take part in seeking prudent management of our state affairs by being active participants in decision making process.
We are pleased to note that with the active support from the PSTD, A Better World/SOF-DI, Akiba Uhaki Foundation and other Partners, we have actively brought to the fore the question of Waste Management and lack of it in Kenya to the National attention.
We have noted with delight the support and participation of Key Government Ministries who have come on board and are now active Members of The Clean Kenya Campaign. This is a Transformative process for Kenya as we all seek the realization of the Kenya Vision 2030.
And as we all join in The Clean Kenya Campaign, we must all be alive to the reality of the vested interest groups. These are people who have made Waste Management in Kenya an impossible thing to achieve. They have coined strategies of conferencing about Waste and Garbage, about writing Policy Papers on the same, and about reminding Kenyans of what they have been doing since 1963, yet, we are not seeing the benefits of all they are talking about.
We are at the same time excited about the new crop of Public Servants, men and women who firmly believe that another Kenya is possible; The Clean Kenya. It is with this in mind that we will keep appreciating the following Key Government Officers and more;
  1. Mr. Emmanuel Lubembe- Head PSTD,
  2. Prof Karega Mutahi- PS Ministry of Local Government,
  3. Mr. Ali Dawood Mohamed- PS Ministry of Environment and Mineral Resources,
  4. Arch Philip Sika- PS Ministry of Nairobi Metropolitan Development, 
  5. Mr. Andrew Mondoh- PS Ministry of State for Special Programmes,
  6. Mr. Mark Bor- PS Ministry of Public Helath and Sanitation,
  7. Prof George Godia- PS Ministry of Education,
  8. Dr Alice Kaudia- The Environment Secretary Ministry of Environment and Mineral Resources,
  9. Dr Kepha Ombacho- Chief Public Health Officer, Ministry of Public Health and Sanitation,
  10. Mr. Peter Kibinda- Director Environment and Policy Ministry of Nairobi Metropolitan Development,
  11. and many more Public Servants.
With the support and partnership of this Team, and with Kenyans firmly seeking a Clean Kenya, the days of the vested interests is gone. Definitely they cannot outsmart us.
Let us all work for a Clean Kenya as a Transformative Deliverable as we turn 50.
